Marawi infra projects, 80% kompleto na-TFBM
SINABI ng Task Force Bangon Marawi (TFBM) na 80-percent complete na ang government-led rehabilitation efforts sa Marawi City.
Ito’y sa kabila ng hamon sa krisis sa kalusugan at masamang panahon.
Tiniyak ni TFBM chairperson and housing czar Secretary Eduardo Del Rosario na matatapos ang lahat ng infrastructure projects ayon sa “timeline of completion.”
“For all the public infrastructures na ginagawa natin , we are now 75 percent to 80 percent complete and all the rest will be completed by next year,” ayon kay Del Rosario.
Siniguro rin nito na ang master development plan sa Marawi ay matatapos sa loob ng termino ni Pangulong Rodrigo Roa Duterte.
“All projects will be completed by June 30 of 2022 within the term of the President as promised,” pagtiyak ni del Rosario.
“The newly inaugurated two mosques and four village complexes in Marawi City are “solid testament(s) that the TFBM’s efforts are moving forward,” dagdag na pahayag nito.
Pryoridad aniya ng TFBM na muling itayo ang mga mosque, na makatutulong sa mga siege-affected residents na makabangon mula sa “distressing effect of the war”.
Sa kabilang dako, inanunsyo naman ni Del Rosario na may 2,800 permanent housing units ang itinatayo ng 56 implementing agencies at TFBM’s partner organizations ang matatapos bago matapos ang taon.
Mahigit 600 permanent shelters naman ang kompleto na kung saan 300 naman ang inookupahan na ng mga residenteng inilikas dahil sa 2017 siege sa pagitan ng puwersang pamahalaan at mga teroristang may kaugnayan sa ISIS.
Kabilang naman sa mga “completed infrastructure projects”sa labas ng most affected areas (MAA) ng Marawi ay ang 19-kilometer Transcentral Roads; Lilod Guimba, Banggolo, at Mapandi bridges; Central Fire Station Phase 1; fully-equipped Rorogagus Health Station; at pagsasa-ayos ng road networks sa Pantar-Marawi at Maul, Maranto.
Napanatili naman ng pamahalaan ang livelihood programs para sa mga residente at patuloy na nagbibigay ng kahalintulad na tulong.
Natapos na rin ng TFBM ang ilang proyekto sa MAA gaya ng Disomangcop Mosque, Masjid Darussalam, at ang Tolali Barangay Complex na may health station at madrasah (Islamic school).
Samantala, sinabi naman ni Del Rosario na ang nagpapatuloy na pagtatayo ng permanent shelters sa iba’t ibang resettlement sites, at maging ang pagtatatag ng road networks sa loob ng MAA na mayroong underground utilities, solar lamps, at traffic lights, ay kasalukuyan ng nasa “final stages of completion.”
Ang pagtatayo ng three-story 20-classroom school buildings, mall-like Grand Padian Market, School of Living Tradition, Peace Memorial Park, Marawi Museum, Marawi Convention Center, ay Sarimanok Stadium ay malapit na ring matapos.
Ang TFBM ay nilikha sa ilalim ng Administrative Order 3 na ipinalabas ni Pangulong Duterte noong Hunyo 28, 2017, kasunod ng deklarasyon ng pamahalaan ng pagkapanalo nito laban sa terrorist groups.
Minadali ng task force ang ‘rehabilitation, recovery at reconstruction efforts” at tinulungan ang mga displaced families na makabangon. (Daris Jose)
Limited face to face classes aprubado na ni PDU30
INAPRUBAHAN na ni Pangulong Rodrigo Roa Duterte ang pagsasagawa ng pilot face to face classes.
Sa regular press briefing ni Presidential spokesperson Harry Roque ay inanunsiyo ni DEPED secretary Leonor Briones ang gagawing pagsisimula ng face to face classess.
Limitado lamang muna ito sa 100 paaralan.
Base sa guidelines , maisasagawa lamang ang pilot face to face kung papasa sa safety assessment ng DEPED ang area kung saan gagawin ang klase.
Kailangan din ainiya na may pahintulot mula sa LGU habang kailangan din ng written consent mula sa mga magulang ng mga estudayanteng lalahok sa face to face classess.
Sinabi ng Kalihim na magiging limitado ang kapasidad ng mga estudyante para sa naturang set up.
Sa Kindergarten ay tanging 12 learners lamang ang lalahok sa face to face habang ang nasa Grade 1 to 3 ay kailangang nasa 16 lamang at ang mga nasa hanay naman ng technical o vocational learners ay lilimitan sa 20.
Inaasahang sisimulan ang pilot testing ng face to face classess “in 2 months’ time.” (Daris Jose)
Pinas, ni-renew ang commitment sa international community
NI-RENEW ng Pilipinas ang commitment nito sa international community na i- adopt ang anticipatory action para mapigilan o mapagaan ang potential disaster impacts bago pa mangyari ang krisis.
“We’ve gained the wisdom that predicting, preventing and mitigating the shock and impact of a disaster are key to risk reduction and management,” ayon kay Foreign Affairs Secretary Teodoro Locsin Jr. sa virtual high-level humanitarian event na “Anticipatory Action: A Commitment to Act Before Crises” noong Setyembre 9, 2021.
Ang Anticipatory action ay “set of actions taken to prevent or mitigate potential disaster impacts before a shock or before acute impacts are felt. It is carried out in anticipation of a shock, based on a prediction of how the event will unfold.”
Ang anticipatory action event ay idinaos bago pa ang United Nations climate change conference o COP26 (Conference of the Parties) sa Glasgow na nakatakda sa susunod na buwan, kinilala ang lumalaking epekto ng climate change sa “severity and frequency of disasters.”
Sa kanyang naging mensahe, ipinaliwanag ng Kalihim na kumikilos ang Philippine Development Plan (PDP) at National Disaster Risk Reduction and Management Plan (NDRRMP) pagdating sa “data sharing, creation of command systems and emergency operation centers at national and local levels.”
Ang mahalaga sa lahat ng ito ayon kay Locsin ay ang collective effort ng mga Filipinos, gobyerno at publiko.
” Philippines developed the HunterHazard app to provide land developers risk information and assessment of a particular area and the establishment of the Philippine Space Agency to strengthen hazard monitoring and forecasting through earth observation through satellite sensing,” aniya pa rin.
“Since 2015, the Philippines have been working with the Philippine Red Cross, the UN World Food Programme, the Food and Agriculture Organization, and other stakeholders to build capacity,” dagdag na pahayag ng Kalihim.
Idnagdag pa nito na ang PIlipinas ay isang active supporter ng UN Central Emergency Fund (CERF) at hangad na maging pilot country kasama ang CERF sa proyekto nito ukol sa anticipatory action sa mga bagyo.
Ang UN at gobyerno ng Germany at United Kingdom ay nagpulong sa Anticipatory Event 2021 “to advance anticipatory action and galvanize a collective push to act ahead of crises.”

HINDI matutuloy sa September 25 ang coronation night ng Miss Universe Philippines 2021.
Sa kanilang Facebook page, hinihintay na lang daw ng MUP organization ang final approval mula sa IATF para maging maayos ang ligtas ang pag-stage ng kanilang coronation night.

Ang representative naman ng Davao City na si Ybonne Ortega ay tested positive for COVID-19.
The winner of this year’s MUP will represent the country in the Miss Universe pageant to be held in Israel in December.

Ilang senador, “overreacting” sa pagkadismaya ni pdu30 sa banat nito laban sa senate hearing
PARA kay Chief Presidential Legal Counsel Salvador Panelo, “overreacting” ang ilang senador sa pagkadismaya ni Pangulong Rodrigo Roa Duterte sa nagpapatuloy na imbestigasyon ng Senate Blue Ribbon Committee hinggil sa pagbili ng medical supplies sa gitna ng coronavirus disease 2019 (Covid-19) pandemic.
Sa kanyang commentary show na Counterpoint, nilinaw ni Panelo na hindi kailanman binantaan ng Pangulo ang mga miyembro ng Senate Blue Ribbon Committee na kabilang sa “gumigisa” sa mga opisyal ng pamahalaan hinggil sa di umano’y iregularidad sa pagbili ng Covid-19 emergency supplies.
“Nag-react na naman yung mga senador. Sabi nila, hindi raw sila natatakot sa pagbabanta ni Presidente. Teka muna, wala namang binabanta si Presidente. Kayo naman oh, bakit ba kayo overreacting,” ayon kay Panelo.
Ang pahayag na ito ni Panelo ay matapos na ipag-utos ni Pangulong Duterte sa kanyang mga Cabinet secretaries na kumuha muna sa kanya ng permiso bago dumalo sa Senate hearings.
Ang direktiba naman ng Pangulo ay makaraang magpahayag ito ng pagkadismaya sa pagsasagawa ng napakahabang pagding na ayon sa Chief Executive ay pagsasayang lamang ng oras ng mga government officials dahil sa naka-upo lamang ang mga ito ng ilang oras habang nakikinig sa daldalan ng mga senador na nais ang public exposure dahil sa nalalapit na halalan sa bansa.
Ang Pangulo, ayon kay Panelo ay nagbigay lamang ng bagong direktiba nito dahil hindi makapag-concentrate ang mga cabinet members sa kanilang ginagawa na labanan ang Covid-19 dahil kailangan nilang harapin ang mga senador.
“Ang sinabi lang naman ni Presidente, kasi nga napapansin niya, sinu-subpoena niyo ‘yung mga Cabinet member pagkatapos naka-tengga sila doon, mga pitong oras silang naka-standby doon, hindi rin sila nakakapagtrabaho, naghihintay kasi nga hindi pa sila natatawag ,” ayon kay Panelo.
Aniya pa, hindi naman pinipigilan ng Pangulo ang mga senador na magsagawa ng imbestigasyon sa paggamit ng pamahalaan sa public funds.
Nananatili rin aniya na “independent” at maipagpapatuloy ng mga senador ang kanilang mandato.
“Wala namang nagpipigil sa inyo,” ayon kay Panelo sabay sabing “Sabi nila, ‘Kami, nananatiling malaya, independent. Wala naman siyang sinasabing hindi kayo independent. Kayo naman oh. ‘Itutuloy namin ang aming mandato.’ Wala namang nagsabing ihinto ninyo ang mandato niyo .”
Nauna rito, tinawaga naman ni Senador Richard Gordon, chairman ng Senate Blue Ribbon Committee, si Pangulong Duterte na isang “cheap” politician.
Nakakuha naman ng suporta si Gordon mula sa Senate minority bloc, kabilang na si Senate Minority Leader Franklin Drilon, para sa “courage” o tapang nito na magasagawa ng Senate hearings. (Daris Jose)
Netflix Release The Chilling Trailer and Poster for ’Fever Dream’
NETFLIX has released the chilling trailer and poster for Fever Dream (Distancia de Rescate), the upcoming horror film inspired by the novel of the same name by Argentinian author Samanta Schweblin.
Fever Dream will debut in selected theaters on October 6 and on the streaming platform on October 13.
The trailer introduces us to Amanda, a woman who has just moved out to a new home with her children. Soon after getting to her new house, Amanda (Maria Valverde) meets a neighbor named Carola (Dolores Fonzi), a seemingly innocent woman who guards a dark secret.
Just like Amanda, Carola is a mother, but her son David (Emilio Vodanovich) seems to have supernatural powers. The trailer also teases David might be dead, and while the mystery will only be revealed after the movie’s release, there’s a distressing atmosphere on the trailer that promises Fever Dream is indeed a disturbing experience.
Here’s Fever Dream’s official synopsis: Told from a decidedly feminine perspective, this hallucinatory tale explores the interconnected nature of love and fear in motherhood. A woman named Amanda vacations in a sleepy Argentine village with her young daughter Nina. Ever-concerned with her daughter’s welfare, Amanda constantly calculates the “rescue distance” needed to protect her child. She soon discovers that things around her are not as they seem. A local boy named David interrogates Amanda, as she struggles to make sense of her surroundings. The beauty of the bucolic countryside is a striking counterpoint to an eerie story of dark forces, powerful emotions, and pervasive dangers. From Peruvian director Claudia Llosa, based on the Samanta Schweblin novel of the same name.
Peruvian filmmaker Claudia Llosa directs Fever Dream from a script she wrote with Schweblin. The movie also stars German Palacios and Guillermo Pfening. The film is produced by Mark Johnson, Tom Williams, Pablo Larraín, Juan De Dios Larraín.
Fever Dream is part of Netflix’s special Halloween programming “Netflix and Chill”, which also includes Creep director Patrick Brice’s new film There’s Someone Inside Your House and Mike Flanagan’s new series Midnight Mass.

Roque: walang pruweba na mag-uugnay kay pdu30 sa Davao Death Squad
WALANG pruweba na mag-uugnay kay Pangulong Rodrigo Roa Duterte sa vigilante killings sa kanyang bayan sa pangunguna ng Davao Death Squad (DDS).
Nauna na kasing sinabi ng International Criminal Court’s (ICC) pre-trial chamber na nakikita nito ang ugnayan sa pagitan ng patayan sa Davao City bago ang 2016 at ang nationwide war laban sa illegal drugs ni Pangulong Duterte.
“I investigated the Davao Death Squad. I concluded that while the Davao Death Squad does exist, there is no evidence linking the President to the Davao Death Squad,” aayon kay Presidential spokesperson Harry Roque.
Bago pa nahalal bilang Pangulo, si Duterte ay isang Davao City mayor mula 1988 hanggang 1998; 2001 hanggang 2010, at 2013 hanggang 2016.
Kaya minaliit lamang ni Sec. Roque ang naging pahayag nina self-confessed DDS members Arturo Lascañas at Edgar Matobato tungkol sa sinasabing utos di umano ni Duterte na pagpatay sa Davao City.
“I knew about them even before. We went to the site where they allegedly buried bodies. We only found the skeleton of a dog,” ani Sec. Roque.
Ayon sa ICC pre-trial chamber, nakita nito ang “certain pattern” sa Davao killings at sa nationwide drug war na kinabibilangan ng “systematic involvement of security forces.”
“In the assessment of the chamber, there exists information sufficiently linking the killings in the Davao area in 2011 to 2016 to the relevant facts of the so-called war on drugs campaign,” ayon sa pre-trial chamber sa kanilang naging desisyon na payagan ang pormla na imbestigasyon sa war on drugs ng Duterte administration.
Samantala, sinabi naman ni Sec.Roque na malabong umusad ang imbestigasyon ng ICC sa war on drugs ng administrasyong Duterte dahil hindi makikipagtulungan ang gobyerno ng Pilipinas sa ICC. (Daris Jose)
NAVOTAS EMPLOYEES MAKAKATANGGAP NG CASH INCENTIVES
MAGBIBIGAY ng karagdagang insentibo ang Pamahalaang Lungsod ng Navotas sa mga epleyado city hall na patuloy ginagampanan ang kanilang tungkulin sa panahon ng COVID-19 pandemic.
Nilagdaan ni Mayor Toby Tiangco ang dalawang ordinansa na magbibigay ng cash assistance sa regular, casual, contract of service, at job order employees na nagtatrabaho sa pamahalaang lungsod simula March 2020.
Ang City Ordinance No. 2021-23 ay nagsasaad na ang mga empleyado na rendered services ng hindi baba sa anim na buwan ay makakatanggap ng kaukulang bayad depende sa uri ng kanilang trabaho.
Ang mga medical frontliner, na direktang nagtatrabaho sa COVID-19 cases, ay makakakuha ng P6,000. Ang non-medical workers na nasa peligro ding magkaroon ng sakit habang naka-duty, ay bibigyan ng P3,000.
Bukod dito, ang mga empleyado ng pamahalaang lungsod na nagpositibo sa COVID-19 ay makakatanggap ng karagdagang P2,000 tuwing makumpirma na nahawahan sila ng virus mula March 2020 – September 15, 2021.
Samantala, sa ilalim ng City Ordinance No. 2021-22, ang pamahalaang lungsod ay magbibigay ng isang beses na tulong pinansyal sa mga pamilya ng mga empleyado na pumanaw dahil sa COVID-19 sa nasabing time frame.
Ang mamatay na empleyado ng pamahalaang lungsod, anuman ang kanilang katayuan sa trabaho, na nagbigay ng serbisyo nang hindi bababa sa tatlong buwan ay karapat-dapat na makatanggap ng P20,000 cash assistance.
Sa kabilang banda, ang mga empleyado na nasangkot sa high-risk COVID-related functions at namatay, ay kwalipikadong magkaroon ng one-time financial assistance kahit na nasa serbisyo sila nang mas mababa sa tatlong buwan. (Richard Mesa)
